India is a multilingual country, and you will find a different language being spoken in every city. However, amidst all the diversity in the country in terms of language, there is uniformity, as the majority of people can speak and understand English. Especially in Tier 1 and Tier 2 cities of the country, people can fluently speak English and understand different accents of the language with ease.

While other languages are also promoted and spoken, English is one of the mainstream languages in the country. Having said that, students coming from abroad to India for higher studies need not give English language proficiency tests. The English requirements for foreign students to study Ph.D. in India are practically non-existent.
Hence, students need not give or pay any sort of fees for giving the IELTS, TOEFL, PTE, and Duolingo tests. Since there are no Ph.D. English language requirements in India for NRI students, there is no need for the same to get the Indian study visa as well.
